Responsible Contractor Ordinance Information


Haverford Township recognizes that there is a need to ensure that all work on public construction and maintenance contracts is performed by responsible, qualified firms that maintain the capacity, expertise, personnel and other qualifications and resources necessary to successfully perform such contracts in a timely, reliable and cost-effective manner. To effectuate the purpose of selecting responsible contractors for these public contracts and to protect the Township's investments in such contracts, prospective contractors and subcontractors should be required to meet pre-established, clearly defined, minimum qualification standards regarding past project performance in terms of competency, safety and law compliance, technical abilities, experience, and adequacy of resources.

Sealed bids will be received by Haverford Township, via the PennBID Program https://pennbid.bonfirehub.com(opens in a new tab) until 10:00 o'clock a.m., prevailing time, on the 27th day of May 2026, at which time and place they will be publicly read for:

Haverford Township 2026 Road Program Contract No. RP-3

All documents and solicitation details will be available and open to public inspection anytime online at PennBid (pennbid.bonfirehub.com)(opens in a new tab) . The bidder who is awarded the contract will be required to pay a fee to PennBidTM. The names of those who have secured plans/specifications may be obtained at PennBidTM.

Each bid must be accompanied by a certified check or bid bond payable to the Owner in an amount of not less than ten percent (10%) of the bid or bids. A performance bond or certified check in the amount of 100% of the contract shall be furnished by the successful bidder within 20 days after the contract is awarded. Only bonds from companies licensed to do business in the State where the Owner is located will be accepted and the bond shall so state same.

This project is subject to the Township’s “Responsible Contractor Bidding Requirements.” These requirements can be found on the Township website at above.

This project involves road milling, base repair, and placement of Superpave wearing course.

This project is subject to prevailing wage rates in accordance with Pennsylvania Department of Labor and Industry. Prospective bidders must be pre-qualified with PENNDOT in accordance with Section 102.01 of PENNDOT Publication 408 – Specifications, latest edition thereof. Liquidated damages apply at the rate of $870.00 per calendar day.

Bids must be submitted unconditionally. No bidder may withdraw bid within SIXTY (60) days after the scheduled closing time for receipt of bids.

The Owners reserve the right to waive any informalities, or to reject any or all bids.

Bidders' attention is called to Sections B.12 and B.13 of the Documents. Time is of the essence for the execution of this contract.

The Bidder’s attention is directed to the fact that this project is funded in part by the Commonwealth of Pennsylvania through the Commonwealth Financing Authority (CFA), Local Share Account Grant Program. The successful Bidder shall comply with all applicable State Prevailing Wage Rates for the project area, as established in the Contract Documents. The successful Bidder must also ensure that no employee or applicant for employment is discriminated against on the basis of race, color, religion, sex, or national origin, in accordance with applicable laws and regulations.

The project consists of site grading; installation of ADA-compliant sidewalks; construction of ADA-accessible parking spaces; installation of stormwater; and all associated restoration work.
